An effective implementation of a national policy at local lev el implies specific and concrete measures and active participation of th e l el ocal institutions and stakeholders at all stages.Th he ESI Funds are a major opportunity for investing in Roma communities.The new ESI Funds foresee the active engagement of th e l el ocal lev el in the planning and implementation of the Funds as w el l as specific forms of actions adapted to th e l el ocal lev el needs. The Fundación Secretariado Gitano w el comes the Communication of the European Commission on an EU Framework for National Roma Integration Strategies 1 International The Fundación Secretariado Gitano (FSG) considers that the presented by the European Commission on the 5th of April implies a fundamental step forward in the dev el opment and implementation of long-term targeted actions in four key areas, education, employment, housing and healthcare by Member fforts of all stakeholders, including Roma, and to allocate sufficient targeted resources in order to achieve concrete results in r el ation to Roma integration on the basis of clearly defined and quantifiable indicators. These advances are consistent with th s in agreement with other NGOs that the el aboration of the proposals did not involve a consultation process with civil society, in contra diction to EU legislation affirming the need to achieve an active involvement of all stakeholders in the dev el opment of strategies
