EURoma Network and Eurochild publish new report on European Child Guarantee [editar]
This joint report aims to assess whether and how Roma children are taken into account in the implementation of the European Child Guarantee in the 15 Member States participating in the EURoma Network by analysing the biennial reports that the countries have submitted to the European Commission.
The report, available in English only, provides a detailed overview of each country (including a comparative report and country factsheets) as well as a series of recommendations to address the challenges identified and help the Child Guarantee meet its objective, by 2030, of overcoming the situation of extreme poverty and exclusion faced by Roma children.
Despite formal commitments, existing resources and the explicit recognition of Roma children as one of the priority target groups of the Child Guarantee, the analysis raises doubts as to whether Roma children are actually benefiting from the measures and investments implemented in this policy framework.
Key recommendations of the report include:
- Develop interventions specifically targeting Roma children rather than relying solely on generalist interventions.
- Increasing the mobilisation of EU financial instruments, by establishing clear budget lines and increasing the strategic use of EU funding instruments (e.g. going beyond the minimum 5% ESF+ allocation for child poverty and using the full potential of the ERDF).
- Strengthen data collection systems and develop robust monitoring frameworks with ethnically disaggregated indicators.
- Improve governance mechanisms and policy coherence.
The EURoma Network will continue to work in the future to safeguard and strengthen the role of the Child Guarantee as an instrument to overcome poverty, inequality and social exclusion of Roma children, in line with its original objectives.
