One of the principles by which the Fundación Secretariado Gitano is governed is that of transparency. That is why we publicise the actions we carry out and promote public knowledge of our results, the economic resources we invest and where they come from.

How do we finance ourselves?
27.65% comes from Operational Programmes of the European Social Fund, 14.04% from Grants 0.7 (Ministry of Social Rights and Agenda 2030), and 13.29% of our funding comes from entities, companies, partners and members.
We have quality, transparency and good practice accreditations.
Audit of accounts
The FSG's accounts are audited annually by some of the main auditing companies in Spain. In the last three years the audits have been carried out by EY (Ernts & Young) and have been approved by the FSG Board of Trustees.
The audited accounts and the financial and activity report are submitted annually to the Protectorate of Foundations, as required by the Law on Foundations (Law 50/2002 of 26 December).
Transparency
The FSG has a Management System for its fundamental processes: administrative, purchasing, accounting, budgeting and project management, certified by AENOR in accordance with the UNE-EN ISO 9001:2015 standard.
In addition, there is a specific Department of Internal Control of the Management Systems that carries out an annual internal audit, the report of which is sent to the FSG's management and Board of Trustees.
The FSG’s activity is mainly focused on three areas of intervention: employment, education and social intervention, working both from the perspective of direct services to users, as well as social and political advocacy in all that concerns Roma.
Of all the FSG's social activity, we highlight, in terms of the volume of resources mobilised and the impact on the Roma community, that derived from participation in both the Operational Programme for Social Inclusion and Social Economy and the Operational Programme for Youth Employment in the 2014-2020 period, co-financed by the European Social Fund.
Therefore, the programmes co-financed by the European Social Fund are subject to a systematic process of verification of the eligibility and implementation of expenditure (each certification of expenditure is verified, as established in art.125 of the Regulation by the European Social Fund Managing Authority in Spain (UAFSE), of the Ministry of Employment and Social Security) 1303/2013. Annually, the Spanish Comptroller General of the State (IGAE) establishes a control plan for operations financed by the ESF and issues its report to the European Commission.
Programmes financed by the Income Tax - Ministry of Health, Consumer affairs and Social Welfare - are also subject to State intervention control. In general, all public funding received by the FSG is subject to the interventions of the different granting administrations (local, regional, national or European).
The FSG has a computerised implementation monitoring tool ("Portal de Programas") that records the interventions carried out with all the beneficiaries of our programmes. This allows us to guarantee the reliability of the data we provide on activity and results. It also has an IT tool for project management and budget control of the different lines of funding ("GESTION 2.0") to ensure effective and efficient management of public and private funds allocated to the financing of FSG activities. Likewise, it has an analytical accounting system by project, which allows for the allocation of costs to a specific project in a separate and easily identifiable way, managed through Navision, which enables it to know the exact cost of each of the projects it develops.
It should also be noted that in 2015 the FSG participated in a management audit by the European Court of Auditors on programmes aimed at the Roma population in Spain, carried out with the aim of measuring the impact of our programmes financed by European funds.
Since 2014, the FSG has been one of the entities registered on the public website of the EU Transparency Register, a register set up for organisations representing specific interests at EU level, with a commitment to continuously update the information. In addition, the Code of Conduct has been signed, setting out the rules applicable to all registrants, as well as the principles governing the rules of behaviour in relations with the EU institutions.
This register is part of a series of initiatives to increase openness in the decision-making processes that both the European Commission and the European Parliament carry out with various groups and organisations. To ensure that EU policies respond to the real needs of citizens, the decision-making process must be transparent, holding the EU institutions accountable for their actions.
By registering in the Transparency Register, the FSG maintains its commitment to transparency, providing any interested person with information on its activities.
The Fundación Secretariado Gitano adheres to the Digital Pact for the protection of people of the Spanish Data Protection Agency, in its commitment to guarantee personal rights.
The Digital Pact for the Protection of People promotes a great agreement for citizen coexistence in the digital sphere, making data protection compatible with innovation, ethics and business competitiveness.
The signatory entities have committed to implement the principles of the Pact, as well as to disseminate among their users, customers and employees the priority channel to request the urgent removal of sexual and violent content.

At its plenary meeting on 14 December 2015, the Board of Trustees of Fundación Secretariado Gitano approved a Code of Good Governance for the FSG (document in Spanish), inspired by the main national and international recommendations in this area for non-profit organisations.
Its objective is to improve real information, control, transparency, publicity, clarity in management, the faithful image of the organisation and trust in all areas affected by the FSG's activity.
In 2015, a survey was carried out to determine the satisfaction level of people participating in FSG activities and services (document in Spanish). The overall average level of satisfaction of all respondents was 4.16 out of 5, which represents an increase of 8.60% compared to the previous survey in 2011.
A survey was also carried out to find out the level of satisfaction of public and private entities that finance the FSG (document in Spanish)., i.e. all those entities that provide a grant, sign an agreement or contract, or provide a donation to finance any action of the FSG. In this case, 94.40% of those surveyed said they were "fairly" or "very" satisfied in general with the FSG; this same assessment in 2011 was 91.1%.
