The Partnership principle is key to the participation of civil society and other actors in the planning, implementation, monitoring and evaluation of the Structural Funds in the next programming period (2014-2020).

The FSG forms part of the working group on “Structured Dialogue” established by the European Commission in 2010 to consult on aspects of the EU Cohesion Policy.  This group is constituted by representatives of civil society, social and economic agents, and associations of local and regional authorities. It gathers approximately every six months and each of these meetings addresses a specific theme of the Cohesion Policy.

On the last 5th of February, the Commission convoked this group to convey the state of the negotiation on Art. 5 of the future Common Provisions on the Structural Funds, which refers to the Partnership principle, a key aspect of the participation of civil society and other actors in the planning, implementation, monitoring and evaluation of the Structural Funds in the next programming period (2014-2020).

Following an initial presentation by Peter Berkowitz, head of the Policy and Legislation 2014-2020 and Inter-institutional Relations Unit of the Directorate General of Regional Policy of the European Commission on the agreement reached by the European Council and Parliament on the past 18 January on the partnership principle and the Code of Conduct on Partnership, reflected in Art.5 of the Common Provisions on the Structural Funds, a round of interventions by participants took place to gather the different points of views and proposals of civil society. The European Commission took note of the contributions with the aim of incorporating certain aspects in the negotiations and final text of the Regulations.
