The Ministry of Health, Social Services And Equality has finalised its funding level for 2017 at 0.7% of income tax (IRPF) for programmes delivered by NGOs (“Activities of General Interest considered also to be of Social Interest”).

This year €234million has been distributed, almost €10million more than in the prior year. With regards to funding directed specifically for the promotion and social inclusión of the Roma Community, for 2017 this will total €7,600,000, approximately 3.3% of the total. This is a significant amount, but not sufficient to significantly address the serious inequalities that currently affect the Roma Community. Levels of poverty and social exclusion have increased alarmingly in the current crisis.

The Fundacion Secretariado Gitano has applied again, this year, for this funding and has had 10 programmes approved, with a total funding of €3,000,000. IRPFs funding will allow FSG to develop programmes in 12 Autonomous Communities (in more than 70 locations), and in some cases they will complement and part-finance additional iniciatives developed by the FSG, such as the Fondo Social Europeo (European Social Fund). With the support of IRPF funding the FSG will be undertaking programmes with the aim, among others, of achieving the following in 2017:

  • In the area of employment access (Programa Acceder), the FSG will support 16,000 people (60% of whom will be under the age of 30) and will achieve 5,000 hirings in the labour market.
  • It will develop the iniciative Aprender Trabajando (Learning Working) in 22 cities, in which 440 young Roma men and women will be involved in training by businesses, resulting in 45% inclusion in the labour market.
  • To improve levels of qualification and work skills, the FSG will undertake 600 training sessions with 4,000 people trained.
  • In the area of education, the FSG will develop the Programa Promociona (Promotional Programme) in 46 cities, with the objective of achieving educational success for Roma boys and girls at the obligatory secondary school stage. We will work with 1,500 schoolchildren in primary and secondary schools, and we expect that 125 will graduate from secondary school. Furthermore the FSG plans to organise 14 Regional Meetings for students from this Promociona Programme, their families and educators.
  • IRPF funding will enable the FSG to award grants for continuing middle and advanced-level studies to 280 Roma students, as well as grants towards achieving the UPNA University Diploma for social inclusión of the Roma Community, to 30 Roma students.
  • Furthermore the FSG will develop, with the support of IRPF funding, the Cali Programme, for Equality of Roma Women, in 28 locations, with an expectation of supporting 440 Roma women in socio-personal development and 70 Roma women involved in processes of discrimination.
  • The FSG will also undertake awareness activities in campaigns that increase awareness of discrimination towards the Roma Community, and the development of the Annual Report on Discrimination And The Roma Community, among other activities.
