For the fourth consecutive year, this conference was held to disseminate the methodology of strategic litigation in the defence of human rights, an area in which the FSG is a leading organisation.

On 25 September 2025, the 4th International Conference on Strategic Litigation as a Tool for the Defence and Justiciability of Human Rights was held, which we have been organising annually at Fundación Secretariado Gitano (FSG) in collaboration with Cáritas Spain, and for which we have had the collaboration, in this edition, of the Plena Inclusión confederation. The conference, which was held at the ONCE Foundation's Talento Digital space, was dedicated to addressing cases of human rights violations against persons with disabilities.

Once again, we were joined by leading individuals and organisations not only from Spain, but also from Latin America and Europe, to disseminate the methodology of strategic litigation in the defence of human rights, an area in which the Fundación Secretariado Gitano has specialised over the years, with a total of 32 strategic lawsuits filed.

The conference was attended by more than 60 lawyers and professionals from various civil society organisations, public institutions and private law firms, all of whom specialise in defending the rights of people belonging to vulnerable groups.

The conference was opened by the highest representatives of the three organising entities: Sara Giménez, Director General of the Fundación Secretariado Gitano, the Secretary General of Cáritas Spain, Natalia Peiró Pérez, and the President of Plena Inclusión Spain, Carmen Laucirica Gabriel.

In the first part, representatives from the University of Essex, CERMI (Spanish Committee of Representatives of Persons with Disabilities) and various specialised organisations analysed international legal and comparative tools to advance the justiciability of the rights of persons with disabilities.

The second block focused on the presentation of case studies related to access to justice, inclusive education and the evolution of case law in Spain. Representatives from organisations such as Documenta (Mexico) and the Supreme Court shared experiences that highlight the challenges and advances in guaranteeing the rights of persons with disabilities.

The conference closed with a speech by Patricia Bárcena, Second Deputy Ombudsman, who highlighted the role of her institution, alongside that of civil society organisations, in defending the human rights of all persons.
