The framework of digital competences of professionals of labour inclusion and the contribution of value in the intermediation with companies for technological employment, key in the results.
On 26 October, it was held in Madrid the closing ceremony of the Empleando Digital+, project that has been developed by the Spanish Red Cross and Fundación Secretariado Gitano (FSG), with the support of the Accenture Foundation and the European Social Fund, between 2020 and 2023.
The #EmpleandoDigital+ project faced two major challenges: on the one hand, to support the labour inclusion of people at risk of social exclusion by tackling the digital divide that affects them and, on the other hand, to improve the digital skills of Red Cross and FSG professionals in order to optimise the job opportunities of vulnerable people in the digitalised society.
During the event, the results of the #EmpleandoDigital+ project were presented. This project has become one of the most ambitious innovation programmes aimed at vulnerable people Spain. Since 2020, 392 people in situations of social vulnerability (47% of them women) have been trained in technological occupations and in emerging occupations, which have arisen as a result of technological advances. Of these, 137 people have gained access to better, more stable and higher quality jobs.

Among the successes of Empleando Digital+ is the creation of the Digital Competence Framework for Employment Professionals, DigCompLabor, adapting the European Digital Competence Framework for Citizens, DigComp 2.2. This is an unprecedented work created to be the standard reference model for organisations working for employment in Spain. In this context, 2 141 professionals from the employment support services of both Spanish Red Cross and FSG have been trained.
Under the umbrella of #EmpleandoDigital+, 157 companies in the technology and digital sector have been involved in order to better understand their talent needs. The definition of professional profiles has been deepened in order to improve the design of training, provide adequate support to candidates and encourage greater openness in the companies themselves to welcome people with different educational backgrounds.
The event, held at Accenture's headquarters in Madrid, was attended by María Iglesia, Acting Director for Working Conditions and Social Dialogue at the European Commission's General Directorate for Employment, Social Affairs and Inclusion and Head of Unit ESF Spain and Malta, as well as the heads of the participating organisations: Maika Sánchez, Director of the Employment Area of the Spanish Red Cross; Isidro Rodríguez, Director General of Fundación Secretariado Gitano and Ana Millán, Director of Fundación Accenture.
Maika Sánchez highlighted, "From the Spanish Red Cross Employment Plan, we continue to adapt and update the intervention to help more people to position themselves adequately in a labour market in digital transformation. This adaptation process requires specialised knowledge, and to go hand in hand with digital and technological companies so that people in social difficulty can access job opportunities in a growing sector.”
For his part, Isidro Rodríguez, from Fundación Secretariado Gitano, emphasised the importance of incorporating the Roma into the digital labour market, in his words, "from the conviction that projects such as #EmpleandoDigital+ are an example of how partnerships can develop innovative projects that allow more and more Roma to benefit from this digitalisation and the changes that are taking place in the labour market". He also stressed that "alliances between NGOs such as the Spanish Red Cross and Fundación Secretariado Gitano with technology companies such as Accenture and its Foundation, under the umbrella of the European Social Fund, make it possible to design and develop innovative actions that respond to the challenges of this digitalisation with short, medium and long-term strategies".
After the institutional welcome, the results and impacts of the project were presented, followed by a round table discussion where DigcompLabor, the Digital Competence Framework for Employment Professionals, was presented.
This was followed by the experimental round table focused on Inclusive Digital Transformation, with the presentation and conclusions of the work carried out with technology companies and testimonials from collaborating companies and participants in the project.
The general balance of the project was presented by Arantza Fernández, Director of Employment of Fundación Secretariado Gitano and Mª Carmen García, Coordinator of the ESF Employment Area of the Spanish Red Cross.
Finally, María de Miguel de Santos, Deputy Director General of Talent and Digital Entrepreneurship at the State Secretariat for Digitalisation and Artificial Intelligence was in charge of closing the event.
