FSG
The Fundación Secretariado Gitano (FSG) has presented its 2022 Annual Report in its online format at https://www.gitanos.org/informeanual/ (only available in Spanish) with a 2022 Summany Leaflet, as well as a video with the main results of its activity summarized in 5 minutes.
The Fundación Secretariado Gitano is a Spanish NGO with presence in 14 regions and 81 offices. In 2022, it supported 38 681 people directly in 684 training and employment, education, housing, equality and anti-discrimination programmes, amongst others.
According to Isidro Rodriguez, director general of the FSG, “2022 has been a particularly intense year. Along with our daily activity on issues such as employment or education, we have called on the public powers to eradicate slums with the “Chablolista.es” campaign and with political advocacy actions”. Within the framework of the Spanish Recovery Plan, the FSG has received Next Generation funds for two pilot projects: one of “Inclusion pathways for beneficiaries of the Minimum Income”, with which we want to break the cycle of poverty; and the TándEM programme of the Public Employment Service (SEPE) of training alternated with employment, to “attend the specific employment needs of young Roma under 30 years of age”.
Acceder receives recognition from institutions
In 2022 the Results and Impact Evaluation of the Acceder 2000-2020 programme was presented to political and social representatives of 13 Spanish regions.
The Acceder training and employment programme has served 21 316 people in 2022, of which 4 307 got a job, 5 430 participated in training and 7 055 contracts have been signed in collaboration with 3 792 companies.
The programme is committed to youth and innovation through initiatives linked to digital transformation.
For the educational success of Roma students
During the 2021-2022 school year, the FSG worked with 4 349 students, 3 389 families and 1 034 educational centres with the Promociona programme. 185 young people managed to graduate in compulsory secondary education. 95% of them went on to post-compulsory studies.
In addition, the FSG has served 2 153 students through the Promociona-T programme, helping to prevent curricular gaps starting from infant education, and 592 through Promociona +, supporting Roma students to continue in post-compulsory studies, where 138 students have graduated.
Promotion of new initiatives to break the generational cycle of poverty
The FSG reinforced its support to the most excluded Roma families to access decent housing and to guarantee that their basic needs (including access to the Minimum Income) and health are covered.
In 2022, it served 16 729 participants, and of these, 13 775 in the service for basic needs and access to their benefits and 3 599 families with Comprehensive Intervention Plans.
Through the programmes financed by organisations such as the "la Caixa" Foundation, the FSG supported 2 365 minors and their families with basic needs related to food, health, hygiene and offering school support.
The FSG accompanied Roma women to respond to inequality and multiple discrimination. With the Calí, programme, formed by a team of 34 professional women, 1 693 women in socio-labour pathways have been supported, and in actions to raise awareness and fight discrimination.
Fight against discrimination, defence of victims and strategic litigation
In the fight against discrimination, the FSG advised 727 victims of discrimination and trained 1 972 key agents. During 2022, it brought 34 strategic litigations of anti-Roma cases before the courts and presented its 18th annual Discrimination and the Roma Community Report. It also renewed the coordination of CEDRE's Service of Assistance and Counselling for Victims of Racial or Ethnic origin, in which 858 cases of discrimination were registered.
To achieve these results, it has relied on the European Social Fund; the State and regional allocation of personal income tax/ Subsidies 0.7 Activities of general interest considered to be of social interest; the support of regional and local administrations; entities such as the “la Caixa” Foundation, Accenture or the Orange Foundation, among many others, as well as members and donors.
Political advocacy and defence of rights
In 2022, the Comprehensive Law for Equal Treatment and Fight against Discrimination was approved in Spain with the incorporation of antigypsyism in the Penal Code, a regulatory framework to which FSG contributed proposals. The Right to Housing Law and the Employment Law have also received contributions from the FSG.
FSG participated in consultative groups of the European Commission and assumed the coordination of the EURoma Network. Advocacy work has contributed to the approval by the European Parliament of a Resolution urging the European Commission to launch a European Action Plan for the eradication of slums.
