The National Spanish Parliament begins the appearances for the study of a State Agreement against Antigypsyism and the Inclusion of the Roma People.

Fundación Secretariado Gitano welcomes this initiative and supports the proposal of a comprehensive approach to the situation of the Roma people.

On 28 April, 2021, the National Spanish Parliament created a Subcommission to study the implementation of a State Agreement against Antigypsyism and the Inclusion of the Roma People.

To prepare a report and develop the stated objectives, the Subcommittee will launch a series of sessions with  the appearances of various authorities, representatives from the third sector and the private sector, as well as experts from academia.

The first of these sessions took place on 16 February 2022, with the participation of four speakers:
  • Juan de Dios Ramírez-Heredia, president of Unión Romaní.
  • Pedro Aguilera Cortés, director of FAGIC (the Federation of Roma Associations) in Catalonia)
  • Manuela Fernández Ruiz, social activist and head of the Organization for the Protection and Promotion of Equal Treatment and Non-discrimination of the Government of  Catalonia.
  • María Teresa Suárez Vega, Deputy General Director of Participation, Human and Territorial Development of Fundación Secretariado Gitano.
In this commission also participated three Roma deputies (Sara Giménez, from Ciudadanos Group, Ismael Cortés, from Unidas Podemos Group and Beatriz Carrillo, from the Socialist Group), as well as deputies from others political groups.

Fundación Secretariado Gitano Stance

 

Mayte Suárez spoke on behalf of Fundación Secretariado Gitano (FSG), first of all congratulating the parliamentary groups for this initiative that allows to address the situation of Roma people within the National Spanish Parliament, the constitutional body that represents the Spanish people.

From the FSG, it is essential to make progress in guaranteeing the social and economic rights of Roma people in order to combat structural inequality, that can be based on concrete data; but it is necessary to do it in parallel with the fight against the persistent and generalized anti-Roma discrimination, and within the framework of a process of promoting the participation of Roma people in all spheres of life, with a social and institutional recognition of the Roma people.

FSG therefore supports this comprehensive approach to the Roma people, starting from a specific political framework as the new National Strategy for Equality, Inclusion and Participation of the Roma People 2021-2030 as a good point to advance.

For all these reasons, Fundación Secretariado Gitano hopes that this Subcommittee will lead, on the one hand, to a State Agreement that deepens this comprehensive approach and unites all the political forces represented in the National Spanish Parliament in a firm political mandate. On the other hand, that the National Spanish Parliament assumes the monitoring of the National Strategy and the public policies that must guarantee the rights of the Roma people, either through the maintenance of this Subcommittee with that mandate, or through the formula of a parliamentary Intergroup.

The National Spanish Parliament may play a decisive role in the development of some legislative initiatives already under way (Proposal for a Comprehensive Law on Equal Treatment and Fight against Discrimination, Draft Law on the Right to Housing, Draft Employment Law... ) and in promoting other initiatives.
