FSG celebrates the Ministers Council’s approval of the new National Roma Strategy for Equality, Inclusion and Participation 2021-2030

We applaud the holistic approach of this new Strategy compared to the previous one. The Strategy reinforces social inclusion objectives, enhances Roma participation and fully incorporates the fight against discrimination and gender inequality.

As a member of the Consejo Estatal del Pueblo Gitano (Spanish State Council for Roma People), we have actively participated in the drafting of the Strategy, and we acknowledge the effort made by the Ministry of Social Rights and 2030 Agenda in order to establish participation channels.

We expect that the implementation of the Strategy will have the required resources to do so, especially considering the current funding opportunities.

We celebrate the Ministers Council’s approval of the latest National Roma Strategy for Equality, Inclusion and Participation 2021-2030. It is a Spanish commitment within the EU Roma Strategic Framework for Equality, Inclusion and Participation 2021-2030.

This Strategy is the main policy framework for the Roma community. It includes objectives, indicators, targets, as well as action guidelines for the different public administrations who are responsible for guaranteeing equality and socio-economic inclusion among Roma people. It is a specific framework that responds to the necessity to address the serious situation of disadvantage, inequality and discrimination affecting this community.

We applaud the holistic approach of this new Strategy compared to the previous one. The Strategy reinforces social inclusion objectives, enhances Roma participation and fully incorporates the fight against discrimination and gender inequality.

Education, employment, health and housing remain core areas for the social development of the Roma community. One of the main new features of the new Strategy -which we have already uphold at Fundación Secretariado Gitano- is that the Roma socio-economic inclusion, necessarily involves fighting against the persistent rates of poverty among the community, including child poverty. We are pleased that these objectives, and their related indicators, have been incorporated in the latest document.

In addition, the Fundación Secretariado Gitano, has defended the priority of tackling school failure and segregation, eradicating shantytowns, increasing the employment rate -especially among young people- reducing job insecurity, professionalizing and supporting street vending, promoting gender equality while stimulating employment among Roma women, combating discrimination and antigypsyism and encouraging the participation of the Roma community and the Roma associative movement.

After several months of evaluation and analysis of the previous Strategy and a consultation process with different agents for the drafting of the current text, the Spanish Government will send to Brussels the document approved by the Ministers Council. As a member of the Spanish State Council for Roma People, we acknowledge the effort made by the Ministry of Social Rights and 2030 Agenda in order to establish participation channels.

We expect that the implementation of the Strategy will have the required resources to do so, especially considering the current funding opportunities, and a system of co-governance -led by the Ministry of Social Rights and 2030 Agenda- with a reinforced commitment of regional and local administrations, as well as an important role of the Roma associative movement. The Strategy is expected to be materialized in two Operational Plans during this period (2021-2025, 2026-2030), where we hope to see the development of the necessary steps in order to achieve the objectives set for 2030.
