In the aftermath of the adoption of the EU Roma Strategic Framework for Equality, Inclusion and Participation on 7 October 2020 and at the initiative of the European Parliament, the European Commission launches the “Preparatory action - Roma Civil Monitoring - Strengthening capacity and involvement of Roma and pro-Roma civil society in policy monitoring and review” (here in after “Roma Civil Monitoring”) in 26 EU Member States (Malta not included).
This follow-up initiative to the EU Roma Civil Monitor pilot (2017-2020) will be implemented by a consortium of Roma and pro-Roma civil society organisations, including the Central European University (CEU), the European Roma Grassroots Organisation Network (ERGO Network), the European Roma Rights Centre (ERRC) and Fundación Secretariado Gitano (FSG).
Over the next 48 months, the Roma Civil Monitor will empower and capacitate Roma NGOs to monitor the implementation of national strategic frameworks for Roma equality, inclusion and participation and other relevant policies in order to reflect the needs of Roma communities. In addition, it will facilitate dialogue and equal partnership between Roma civil society organisations, National Roma Contact Points, Equality Bodies as well as other stakeholders to better address Roma communities’ needs.
Through regular reports, the view of civil society on the implementation of national Roma strategic frameworks and assessments of relevant policy and legislative developments will be shared with policy-makers and the public.
Among its initial steps, the consortium will publish in the coming period calls for civil society organisations at national level to join this initiative.
Call for Roma Civil Monitor 2021-2025 Coordinators in the EU Member States
This call aims to select Coordinators for all 26 EU Member States eligible for the RCM 2021-2025 initiative. One entity may apply and be selected to coordinate the initiative in several eligible countries. Selected Coordinators will implement the activities at the national level under the guidance and supervision of the RCM consortium that brings together highly acknowledged organisations working for Roma equality, inclusion and participation at international level: Central European University, ERGO Network, Fundación Secretariado Gitano, and the European Roma Rights Centre
