The Plenary Session of the Spanish Parliament unanimously approves the creation of a Subcommittee for the study of a State Pact against Antigypsyism and for the Inclusion of the Roma People

On 20 May, the Plenary Session of the lower house of Spanish Congress approved, by unanimity of all parliamentary groups, the creation of a Subcommittee for the study of a State Pact against Antigypsyism and for the Inclusion of the Roma People. 

The Committee on Social Rights and Comprehensive Disability Policies, in its session on 28 April 2021, approved the creation of a Subcommittee for the study of a State Pact against Antigypsyism and for the Inclusion of the Roma People, advanced by the Socialist Group, the Confederal Group of Unidas Podemos—En Comú Podem and Galicia en Común—, the Republican Group and Ciudadanos.

The proposal was unanimously approved by all parliamentary groups in the Plenary Session of the Spanish Congress of Deputies held on 20 May 2020. The three Roma members of the current legislature, Sara Giménez (Ciudadanos), Beatriz Carrillo (Socialist) and Ismael Cortés (Unidas Podemos) have played an important role in this process. 

Purpose of the Subcommittee

  1. Analyse the public policies implemented within the framework of the 2012-2020 National Strategy for the Social Inclusion of the Roma Community in Spain, adopting a multilevel approach.
  2. Address the different dimensions of 'antigypsyism' as a specific form of racism, in line with the latest recommendations submitted to Spain by both the Council of Europe and the European Parliament.
  3. Propose the drafting of a report updating the results of the previous strategy which contains a diagnosis, proposals and conclusions and guarantees the effectiveness and efficiency of the prospective responses to take on the challenges posed by the New Strategic Framework for Equality, Inclusion and Participation of Roma in the EU for 2020-2030. This would make it possible to address the situation of the Roma community in the appropriate legislative reforms and proposals.
  4. The Subcommittee will hold as many hearings as needed to properly prepare this report and develop the proposed objectives. For this purpose, competent authorities, representatives from the third sector and the private sector and experts from universities may appear before it.
  5. Furthermore, to ensure its work progresses as planned, members of the Subcommittee can request all necessary documentation and can organise working meetings or visits. In addition, the subcommittee may establish the appropriate coordination channels with the other parliamentary committees in order to contribute to addressing issues related to the Roma.


Composition

The Subcommittee will be composed of three representatives from Parliamentary Groups with more than one hundred members in the chamber, two from each Group with between twenty-five and one hundred members, and one representative from each of the remaining Parliamentary Groups.


Adopting resolutions

In the resolutions adopted by the Subcommittee, the weighted voting criterion will be applied.


Deadline for completing tasks

The Subcommittee will prepare the corresponding report and present the conclusions referred to in section A) within a maximum period of six months from the date of its establishment.

If so agreed by the Bureau, the aforementioned Report, once approved by the Committee on Social Rights and Comprehensive Disability Policies, together with the conclusions of the work of the Subcommittee, will be submitted to the Plenary Session of the Lower House for debate and approval.
