The 'European Network for the Social Inclusion of the Roma Population in the Framework of the Structural Funds' (EURoma Network), whose Technical Secretariat is in charge of FSG, has been working for more than ten years to contribute to improve the use of European Structural and Investment Funds (ESI Funds) to promote social inclusion, equal opportunities and the fight against discrimination of the Roma community in the European Union.
To this end, the Network brings together public authorities responsible for policies aimed at the Roma population (in particular the National Contact Points of the National Strategies for the Inclusion of the Roma Population) and those responsible for the management of the EIE Funds - especially the European Social Fund (ESF), with increasing presence of the European Regional Development Fund (ERDF) - of 15 member states of the European Union. It also has the participation of the Directorates General of the European Commission with competences in terms of inclusion of the Roma population and EIE Funds. Since its creation in 2007 at the initiative of the ESF Administrative Unit in Spain (UAFSE) in collaboration with the FSG, EURoma has become a key player at European level in terms of the inclusion of the Roma population and the ESI Funds.
On November 21th and 22th, the second meeting of the 2019 Network Steering Committee will take place in Budapest, Hungary, with the Hungarian partners as hosts. These meetings, which generally take place twice a year, offer an excellent platform for the exchange and debate on thematic or operational aspects related to the management of the EIE Funds of interest and/or relevance to the partners as well as to review and agree on the Network activities.The next meeting takes place after the European elections and the change of the European Parliament as well as the imminent renewal of the European Commission. In this new scenario, and simultaneously, negotiations on the future of the current EU Framework for the National Strategies for the Inclusion of the Roma Population (hereinafter the National Strategies) and on the Framework are resumed and enter the final phase for the ESI Funds after 2020, including the Regulations of the future European Social Fund Plus (ESF +) and the European Regional Development Fund-Cohesion Fund (ERDF-FC).
Therefore, the future of the EU frameworks for National Strategies and for the ESI Funds will be central topics on the agenda of the meeting, with the aim of reviewing the latest developments and identifying opportunities for action for the EURoma Network and for Your partners.On the other hand, although the European frameworks are not finalized, the reflection on the programming of future ESI Funds has already begun at the national level. This is a crucial phase to lay the groundwork for future interventions related to the inclusion of the Roma population to be effective and have an impact. Therefore, a specific session will be dedicated to exchanging and discussing the key elements to consider for the 2021-2027 programming, based on the experience acquired in the 2014-2020 period.
The second day will focus on the Hungarian context. Participants will have the opportunity to learn about the situation of the Roma community in Hungary and how the main policies and the ESI Funds address their social inclusion. Several initiatives financed by the ESI Funds will also be shared in order to initiate a debate on the relevant elements to be taken into account in the investments.
