FSG will manage four projects in two new Operational Programmes funded by the European Social FundSpanish government approves the projects presented by FSG to continue the work of the Acceder and Promociona programmes and  to reinforce the work with young Roma and promote the equality for Roma women

After a public concurrence process, FSG will be final beneficiary of the Social Inclusion and Social Economy Operational Programme (POISES) and the Youth Employment Operational Programme (POEJ) for the new Programming Period of the European Structural and Investment Funds 2014-2020. 

FSG has been managing Structural Funds since 2000 within the frame of the The Mutiregional Operational Programme Fight Against Discrimination, which ended last 31st of December 2015 but it will be partially continued by the new POISES. The long trajectory on managing Structural Funds has been resulted in excellent results in terms of  promotion and access to the labor market of the Roma community through the Acceder programme. Since 2009, also in the educational  promotion through the Promociona programme. In fact, on 2nd of December 2015 took place the 15th celebration of the programme, where the outstanding results where shown, as well as the great impact of the programme  (https://gitanos.org/actualidad/archivo/114081.html.en). Since its start up, Acceder counted with 50 working teams with 320 professionals and until 31st of December 88,506 people were attended, 24,209 people got a job, 63,055 contracts were signed and 27,730 people got training through 3,473 training courses throughout Spain. For that, we have counted on   the trust and close cooperation of 21,165 companies.

The approval of the four projects presented on the two Operational Programmes will allow, not only more continuity for the Acceder programme but also to incorporate in a more integrated way the educative actions (Promociona programme)., mainly addressed to tackle the high rates of school dropout among the Roma students, reinforce the work with young in the access to employment and promote the equality of the Roma women.

The Operational Programmes are framed in the new Programming Period 2014-2020, in this case the call will cover the period from 1st of September to 31st of October 2019 in the case of POISES and until 31st December 2018 for the POEJ.

According to the resolution released on the Spanish Official Bulletin (BOE) of 5th of January 2016, on response to the call for the selection of operations that will be funded by ESF within the frame of POISES and POEJ (BOE 28th of July 2015), FSG will implement the following projects:

  • POISES- Integrated pathways of social and labor inclusion for the Roma community (Acceder-Promociona). The objective is to improve the social and labour inclusion of the people from disadvantaged communities, as the Roma community, increasing its presence in the labor market, accesing employment, the quality of the jobs, improving the educational levels as well as the basic, cross-cut and professional competences with an integral and integrated approach. This proposal contributes to accomplish the 9.2 priority of the Regulation 1303/2013: Socio economic integration of the marginalized communities, such as the Roma community. This programme has an ESF budget of  18,000.000 €.

 

  • POISES- Promotion of equal opportunities and socio labor integration for Roma women and attention to multiple discrimination. The objective is the improvement of the socio-labor integration for people of vulnerable collectives, in particular Roma women, through the promotion of the equal opportunities, gender equality and the fight against all forms of discrimination, with special attention to the multiple discrimination that Roma women suffer and to the victims of gender violence. This programme gives answer to the 9.3 priority of the Regulation 1303/2013: Fight against all forms of discrimination and promotion of the equal opportunities. This programme will count with an ESF budget of 2,000,000 €.

 

  • POEJ- Integrated insertion pathways for Roma Youth- Acceder. The objective is to activate Roma unemployed youth,  not integrated in the education or training systems, allowing them to be incorporated in the labor market or in educative or training process, through integrated and personalized insertion pathways. This proposal responds to the 8.2 Investment Priority of the Regulation 1303/2013: Sustainable integration in the labor market of the youth, in particular those unemployed and not integrated in the education or training systems, as well as the youth in risk of suffering social exclusion This programme will count with an ESF budget of 7,319,039 € .

 

  • POEJ- Initiative to improve the employability of the Roma Youth: “Learning by doing” and training actions. The general objective is to increase the employability, the professional, basic and cross-cut competences and the equal opportunities in the access to the labor market for young Roma that are unemployed and not integrated in the educative or training systems, through the acquisition of knowledge and skills, the training in competences and working habits. This project accomplish the 8.2 Investment Priority of the Regulation 1303/2013: Sustainable integration of the youth in the labor market , in particular of those unemployed and not integrated in the educative or training systems, as well as young in risk of social exclusion and from marginalized communities, also through the Youth Guarantee application. This programme will count with a ESF budget of 5,001,831 €.

 

This process of competitive concurrence in which the approval of these projects is framed , has taken into consideration criteria such as  the territorial implementation, the administrative capacity, technical and financial solvency etc... the entities finally selected.  In the case of POISES, in the implementation of actions will take part together with FSG: Cruz Roja, Proyecto Hombre, Fundación ONCE, Fundación Santa María la Real, Cáritas, CEPAIM, Fundación Acción Contra el Hambre and Fundación Mujeres. In the case of POEJ, together with FSG: YMCA, Cruz Roja Española and Fundación ONCE.

In sum, the resolution of this call means a clear support of the work that FSG is doing since 2000 in the frame of Structural Funds, with the opportunity that this financial tool gives to address the improvement of the socio labor conditions of the Roma community and to achieve good results in its labor insertion. Besides, for the next programming period, the approval of these projects will allow to intensify the educational  actions through integrated pathways, strengthen the intervention with youngsters and promote the equality for Roma women. These are programmes with great impact; we hope they will continue contributing to the social transformation and the promotion of the Roma community in Spain.
