EUROPEAN COMMISSION PROPOSES A COUNCIL RECOMMENDATION ON EFFECTIVE ROMA INTEGRATION MEASURES IN THE MEMBER STATES

The proposal of a Council Recommendation, accompanied by a progress report on the implementation of the National Roma Integration Strategies, sends a strong message to Member States that the EU is committed to achieving real progress in Roma inclusion.

The European Commission is urging the Member States to fulfill their commitment to ensuring equality and intensifying efforts towards achieving the economic and social integration of the ten to twelve million European Roma.

This appeal results from the progress report published today, which states that Member States need to improve the implementation of their respective National Roma Integration Strategies (NRIS), submitted in the EU framework for NRIS.

The progress report is accompanied by a proposal for a Council recommendation to the EU Member States to develop both specific policy measures – primarily positive actions – and horizontal policy measures, especially actions at the local level to improve the situation of Roma. Member States would have two years to implement these specific measures to improve the situation of the Roma population in practice.

It should be noted, moreover, that both the fiche providing examples of relevant country-level experiences, as well as the fiche on the implementation of Spain’s National Roma Integration Strategy, promoted two actions of the FSG as examples of good practice: the Acceder employment and training programme and the education awareness campaign "When I grow up I want to be…", developed in 2010/2011.
